The meeting was called to order by President, Brenda.
It was an informal meeting with President Brenda thanking the Executive Board for their help this past year and reviewing the detailed agenda for the weekend.

President, Brenda West, called the meeting to order at 4:45 p.m.
Judy Phillips, Chaplain, gave the opening thought with a different view on being Thankful.
Barbara Henley, Recording Secretary, informed everyone that the roll would be taken by the sign-in sheets.
Barbara Henley, Recording Secretary, stated that the Minutes for the 2006 Winter Council Board Meeting were approved by committee and distributed.
Sheila Pruitt served as Corresponding Secretary in the absence of Vickie Vassar. She read thank-you notes.
Tracey Stratton, Treasurer, gave her report that we had a balance of $9,512.25. The detailed Treasurer’s Report was distributed.
Officer and Chair Reports:
Sherry Broom, First Vice President/President-Elect, informed that she would present the membership and rushing awards during the General Assembly and at the Awards Luncheon.
Mary Catherine Ball, Second Vice President, advised that she has not received any bids for Council Meetings but did have one (1) bid for the 2007 State Convention. She announced that she would be presenting the winners of the “What ESA Means to Me” Essay Contest and Attendance Awards at the Awards Luncheon on Saturday.
Cynthia Hudson, Jr. Past President, thanked everyone for participating in the Disaster Fund. She said that 8 chapters participated and would announce the Disaster Fund Queen at the mixer Friday evening.
Local Convention Co-Chairs, Robbie Hancock, Frankie McKay, Kaye Penney, and Judy Phillips, welcomed everyone to Paradise.
ESA Foundation Counselor, Flora Fish, said that she received 56 applications for scholarships. She thanked Wilbur West for helping her at the IC Convention.
Finance Co-Directors, Ann Nelson and Peggy Young, notified us that the Chinese Auction is open for business.
Hats for Hope/Hope for Heroes, Sheila Pruitt, said that Participation Certificates will be distributed at the Awards Luncheon.
IC/SERC Candidates’ Fund Chair, Betty Jolly, announced the balance in the IC/SERC Candidates’ fund is $1,908.
Open Book Editor, Barbara DuBois, stated that the 3rd issue is out. If you have anything to go in the Open Book, let her know.
Publicity/Public Relations, Connie Edwards, distributed handouts.
Vision Committee Chair, Betty Bryant, said she received about 6% of the chapters’ surveys.
Yearbook Chair, Phyllis Edwards, informed that she has new pages for the Tennessee Tips & Tools Notebooks. All notebooks are to be turned in to her at the conclusion of the Board Meeting. Phyllis reported that the cost of bookmarks (to be used as a favor at IC Convention) is $.21 and $.37 if laminated, per 1,000.
New Business:
2006-2007 Tennessee Council Budget will be discussed tomorrow.
2006-2007 State Philanthropic Project – A motion was made by Barbara DuBois to accept St. Jude as the State Philanthropic Project for 2006-2007. Motion was seconded and carried.
There was a motion to support Frankie McKay in November in Arkansas as the incoming President of SERC. Motion carried.
A motion was made by Sherry Broom that we donate $100 to a memorial for Phil Deal’s mom, towards her requested charities which are Mary Ellen Locher Children of Breast Cancer Fund, $50 and the Institute for Autism, $50. Motion was seconded by Phyllis Edwards and carried.
WORKSHOP: Adele Shaw, Leadership/Workshop Chair gave a penny to each person and asked that they tell something that happened in their life during the year that was on the penny.

2006 IC Convention – July 23-30, 2006 – Palm Desert, California
Adele Shaw, Leadership/Workshop Chair – She passed out a penny to each person and had them tell something about that year that they remember.
Please turn in your Tennessee Tips and Tools Notebooks to Phyllis Edwards at the end of this meeting.

Second Vice President, Mary Catherine Ball, called the meeting to order.
Judy Phillips, Chaplain, gave the invocation.
Barbara DuBois, Past Tennessee Council State President, conducted the Flag Ceremony with Linda Fields, SERC Corresponding Secretary from Alabama carried the USA flag.
President, Brenda Weeks, declared the 54th Annual Convention of the Tennessee Council of Epsilon Sigma Alpha International in session. All stood for the Opening Ritual.
Mary Catherine Ball gave the welcome and introduced Frankie McKay, Local Convention Co-Chair, who welcomed everyone to Chattanooga and “Another Day in Paradise”.
President Brenda welcomed everyone and thanked Gamma Chi and Delta Rho for hosting the Convention and all their plans to make it a wonderful weekend.
President Brenda welcomed Linda Fields, SERC Corresponding Secretary from Alabama.
President Brenda recognized the 2004-2005 Tennessee Council Outstanding Member, Ruth Lehman. Brenda presented each Jonquil Society member with a yellow bracelet, which allowed special privileges for the weekend as a thank you token.
The members from Tennessee are serving as elected or appointed officers on the IC and SERC Boards were recognized as follows:

Shirley Millican, Parliamentarian, moved that the Rules of the meeting as printed on page 10 of the program book be adopted as printed. Motion was seconded by Theresa Smith, Delta Rho and carried.
Barbara Henley, Corresponding Secretary, reminded everyone that the registration sheets will be used for roll call and requested that anyone who had not signed in to please to so. She informed the assembly that the minutes were read and approved as corrected by a committee composed of Brenda West, Sherry Broom and Mary Catherine Ball and were distributed to the official mailing list.
In the absence of Corresponding Secretary Vickie Vassar, Sheila Pruitt read correspondence from Coleen Cape, IC Disaster Fund Chair and B. J. Clark, ESA Executive Director.
Tracey Stratton, Treasurer, distributed copies of the Treasurer’s report showing a balance of $9,427.51 as of 4/22/06. The Treasurer’s Report and Financial Records will be filed for audit. The Audit Committee, comprised of Sue Beebe and Doris Lee will audit the books, return the books to the Treasurer and give their audit report at the Second General Assembly on Sunday Morning.

Sherry Broom, Nominating Committee Chair gave the report of the Nominating Committee and announced the following candidates on the ballot:

Recording Secretary – Naomi Bowman, Alpha Lambda

Sherry announced that her Corresponding Secretary would be Frankie McKay, Delta Rho.
Naomi Bowman requested that her name be withdrawn as a candidate for Recording Secretary.
President Brenda announced that nominations from the floor would be accepted for the officers of First Vice President, Second Vice President, Recording Secretary, Treasurer and Parliamentarian.
Frankie McKay nominated Linda Welch, Alpha Omega, for the office of Recording Secretary and read her qualifications. Hearing no further nominations, nominations were closed.
Robbie Hancock, Gamma Chi, moved the slate of officers for 2006-07 be accepted by acclamation. Motion was seconded and carried. Sherry Broom introduced the 2006-07 Tennessee Council officers:

Unfinished Business:
Betty Jolly and Barbara DuBois, 2008 IC Convention Co-Chairs, reported on the 2008 International Council Convention, which will be held in Chattanooga, Tennessee in July of 2008.
New Business:
Copies of the proposed budget were distributed and Treasurer Tracey Stratton moved that it be accepted as presented. Motion was seconded and carried.
Recording Secretary Barbara Henley read the recommendation from the board that St. Jude Children’s Research Hospital be accepted as the 2006-07 State Philanthropic Project and moved that the recommendation be accepted. Motion carried.
Linda Fields, SERC Corresponding Secretary presented her message from the Southeastern Regional Council.
Pam Germain, Convention Registration Chair, gave the registration report as follows:

Adele Shaw introduced Pat Bagley, who gave a Tai Chi Demonstration.
President Brenda made the following announcements:
1. Service pins will be presented at the Awards Luncheon.
2. Official bids for hosting state meetings will be accepted tomorrow; however, if any chapter wishes to do so, a skit may be presented during the luncheon.
3. All members are invited to attend the President’s Reception hosted by Alpha Eta tonight 5:30 – 6:15 in Room 608.
4. Courtesy Committee: Ann Nelson, Pam Brown & Liz Henley.
5. The Awards Luncheon will begin at 12:00 noon in the Tennessean Room.
There were no further announcements. The meeting was recessed until 9:30 a.m. Sunday morning and the Second General Assembly.

Mary Catherine Ball, Second Vice President called the meeting to order at9:30 a.m. and presented President Brenda West. President Brenda declared the Second General Assembly of the 54th Annual Tennessee Council Convention in session.
Linda Fields, SERC Corresponding Secretary gave her final remarks.
Ann Nelson and Peggy Young, Finance Co-Directors, reported on the Chinese Auction and gave a final update on finances. They announced a total of $978.00 was raised from their finance projects for the year.
Tracey Stratton, Treasurer, gave her final report with a final balance as of April 23, 2006 of $8,774.13.
Sue Beebee, Audit Committee, reported the books were in order.
Shirley Walker, President of the Past Presidents’ Auxiliary gave the PPA Report.
Courtesy Committee did a skit.
President Brenda reported that bids for hosting state meetings for next year would now be accepted. Only one bid was received for each meeting, therefore the following bids were accepted by general consent:
2006 Fall Council Site - Alpha Lambda, Greeneville
2007 Winter Council Site – Alpha Beta, Chattanooga
2007 State Convention Site – Alpha Eta, Newport

A committee of Brenda West, Sherry Broom and Mary Catherine Ball will approve the 2006 Convention minutes. A report will be given at Fall Council Meeting.
President Brenda made her final remarks and passed the gavel to Sherry.
2005-2007 President Sherry presented her acceptance speech.
Shirley Walker inducted Brenda into the Past Presidents Auxiliary.
Mary Catherine Ball presented gifts to Linda Fields, the SERC Rep, Local Convention Co-Chairs Robbie Hancock, Frankie McKay, Kaye Penney and Judy Phillips and to 2005-2006 Tennessee Council President Brenda West.
Barbara DuBois retired the colors and flags.
There being no further business to come before the Council, the Chair declares the 54th Annual Convention of the Tennessee Council of ESA adjourned.
The members formed a friendship circle and all joined in reciting the closing ritual lead by 2005-2006 Tennessee Council President Brenda West and 2006-07 Tennessee Council President Sherry Broom.
